Billboards were only allowed inside city limits. Since then, they have allowed the Muslims to invade their country. Congress needs to write a new law explaining to the lower courts the limit of their authority. Maybe a suspension of 6 months of unpaid leave for failure to follow the Supremes rulings would be a good start.
